松山 公紀（まつやま きみのり、1957年11月19日 - ）は、アメリカ合衆国イリノイ州シカゴ市在住の日本人経済学者。ノースウェスタン大学経済学部教授。2018年12月から東京財団政策研究所研究所長を兼任している。1996年に日本経済学会から中原賞を受賞、1999年には Econometric Society のフェローに選ばれている。

生い立ち/経歴

東京都文京区出身。三人兄弟の末っ子として生まれる。1970年文京区立誠之小学校卒業後、麻布中学校・高等学校に進学。麻布の同期に、生命科学者の石川冬木（京都大学）、外交官の堀之内秀久（ロサンゼルス総領事、カンボジア大使、オランダ大使）、山崎達雄（財務官）、高木邦格（国際医療福祉大学理事長）等がいる。1976年に東京大学理科一類に入学。同級に、物理学者の五神真（東京大学総長）、斎藤理一郎（東北大学）等。数学好きではあったが、自然科学よりも語学や社会現象に興味があり、文科系に転向する。1978年教養学部教養学科国際関係論学科に進学、同級に外交官の上月豊久（欧州局長、大臣官房長、ロシア大使）、野田仁（香港総領事、エクアドル大使、ルーマニア大使）、山崎純(国連大使、儀典長、スウェーデン大使、シンガポール大使）、高橋礼一郎（アフガニスタン大使、ニューヨーク総領事、オーストラリア大使）、嘉治美佐子（ジュネーヴ代表部大使、クロアチア大使）、国際政治学者の古城佳子（東京大学）、江川雅子（東京大学理事、一橋大商学部）、萩原誠司（岡山市長、衆院議員）等がいる。同級生に誘われて参加した外交官試験の勉強会で初めて経済学に触れ、本格的に勉強し始める。国家公務員上級試験（経済職）に合格するが、経済学の勉強を続ける決意をする。

1980年4月に東京大学大学院経済学研究科に進学。小宮隆太郎、浜田宏一、根岸隆、石川経夫等の指導を受ける。また在学中に着任してきた伊藤元重、岩井克人、西村清彦(日本銀行副総裁)等にも短期ながら指導を受けている。当時大学院には、二年上に清滝信宏（プリンストン大学、97年中原賞）、二年下に神取道宏（東京大学、02年中原賞）、三年下に松島斉（東京大学、04年中原賞）がいた。1982年10月から留学するまで日本銀行金融研究所で客員研究員の奥野正寛（当時横浜国立大）のリサーチアシスタントとして勤務。

フルブライト奨学生として1983年9月にハーバード大学経済学部博士課程に留学。ジェフリー・サックス、ローレンス・サマーズ（世界銀行チーフエコノミスト、米国財務長官、ハーバード大学総長）、グレゴリー・マンキュー等に指導を受ける。同級生にフィリップ・アギオン（コレージュ・ド・フランス）、アビジット・バナジー（MIT, 2019年ノーベル賞）、マティアス・デュワトリポン (Universite Libre de Bruxelles)、Miles Kimball（ミシガン大学）、アラン・クルーガー（プリンストン大学）、タイラー・コーエン、Douglas Elmendorf、ヌリエル・ルビーニ等。清滝信宏はここでも二年上だった。また同じマサチュセッツ州ケンブリッジ市にあるMITの経済学部博士課程に市村英彦（University College London, 東京大学）や星岳雄（UC San Diego, スタンフォード大学、東京大学、05年中原賞）がいた。1987年にPh.D in Economicsを取得。

1987年9月からノースウェスタン大学経済学部助教授。共著者の一人の松井彰彦（東京大学、07年中原賞）は当時同大学院生。1991年9月から同准教授、1995年9月から同正教授。1991年度に一年間、スタンフォード大学にあるフーバー研究所にNational Fellowとして訪問。1996年に日本経済学会から中原賞受賞。1999年には Econometric Society のフェローに選ばれている。1993年にシカゴ大学、2008年にMITで客員教授として教えた他、短期で世界各国の大学や研究所を頻繁に客員として訪問したり集中講義をしている。また近年数々の国際学会に招待されて基調講演をしている。2014年からキャノングローバル研究所の International Senior Fellow、2018年12月には初代の東京財団政策研究所長に就任。

研究業績

専門は、国際経済学・マクロ経済学。東京大学国際関係論では国際直接投資/多国籍企業に関して卒業論文を書いている。ハーバード大学での Ph.D dissertation では、異時点間モデルに基づく経常収支理論、ゲーム論を応用した金融政策の国際協調、貿易産業政策の政治経済の理論分析をしている。ノースウェスタン大学に就職後は、国際貿易、経済成長、経済発展、所得格差、構造変化、内生的経済変動等の分野で幅広く業績を上げている。中でも資本市場の不完全性が投資資金の流れに引き起こす歪み、製品市場の不完全性がイノヴェーターの利潤動機に引き起こす歪み、また生産性上昇率や需要の所得弾力性が産業部門間で異なることが、これらの分野のさまざまな現象を理解する上でいかに重要であるかに焦点を当てて長年研究をしている。彼自身の言葉を引用すると、"interested in understanding the mechanisms behind macroeconomic instability, structural transformation, as well as inequality across countries, regions, and households, and how they interact with credit market imperfections and product market innovations."
